NSP CONTRACTORS
The City of Oak Park will be accepting sealed bids for the construction of homes in three locations in the City under the Neighborhood Stabilization Program. Bid specifications and plans can be obtained, for a non-refundable fee of $25.00 per house, from the Department of Technical & Planning Services located at 13700 Oak Park Blvd. Bids will be accepted until 3:00 PM on Monday, August 9, 2010, in the City Clerks Office at 13600 Oak Park Blvd. Oak Park, MI 48237.
Any contractor bidding on City of Oak Park NSP Program contracts must have a current Residential Builders License in the State of Michigan and not be listed on the debarment list for the State. Contracts will be awarded to the lowest responsible bidder based on price, past experience and references. Women and minority contractors are encouraged to bid.
The bid specifications were written with the intent of covering all features of the home that need to be brought up to today's building standards and codes. Because the home buyers will be low income families, it is also important to provide a home that will be energy efficient and not require costly maintenance for many years to come. With this in mind, contractors are invited to point out any items they feel may have been missed on the bid specifications and present them in writing to the NSP Coordinator. When there is a need to make changes from the existing bid specs, an addendum will be provided and additional time will be given for submittal if necessary.
It is the responsibility of each bidder to thoroughly inspect the house with all trades to ensure that costs for code violations will be addressed when submitting a bid. Code violations will be required to be corrected during the rehab process and extras will not be paid for items missed.
The work to be performed under this contract is subject to the requirements of section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701 a (section 3). The purpose of section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by section 3, shall, to the greatest extent feasible, be directed to low-and very low-income persons, particularly persons who are recipients of HUD assistance for housing.
If you are unable to bid on this project for any reason you must notify the NSP Coordinator. Failure to do so may disqualify your company from future bids.
